Overview of House Bill 581: Key Changes to Local Government Revenue
House Bill 581, passed during the 2024 legislative session and signed by Governor Kemp, introduces key changes that will impact local government revenue. This bill includes procedural modifications to property tax assessments and appeals, a new statewide homestead exemption (which local governments can opt out of), and a local option sales tax aimed at providing property tax relief.
The Association of County Commissioners of Georgia and the Georgia Municipal Association created an HB 581 (2024) Frequently Asked Questions Document (PDF) so the public can be informed about the bill's major components and the implications for local governments.
Additionally, please see a presentation providing more explanation on HB 581 at the February 21, 2025 BOMB work session: HB-581 BOMC presentation on behalf of the city (2.21.25)
