North Avondale Complete Street Progress

North Avondale Complete Street Project

Impacted roads: East College Avenue, North Avondale Road, Sams Crossing.

The extensive North Avondale Complete Street Project is 90% complete. The project spans from Sams Crossing to Ashton Place and includes a landscape buffer, a center median, new pedestrian/bike crossings and a lane reduction from five to three. This major undertaking also includes road repaving and restriping, as well as the replacement and upgrading of traffic signals. 

Final items on the punchlist will wrap up this 18-month project by March 1.

✅ Underground Infrastructure: Complete

  • Stormwater pipe installation and underground utility relocations are now finished throughout the entire corridor.
  • These critical upgrades significantly reduce flooding, eliminate water ponding, and allow stormwater to drain more efficiently from the roadway.

✅ Lighting and Traffic Signals: Taking Shape

  • Traffic signals and streetlight wiring are complete.
  • All concrete bases for street lights have been installed throughout the corridor.
  • Full installation of all pedestrian and overhead traffic lights is complete. 

✅ Pedestrian and Pathway: In Progress

  • Sidewalks and curbs along the corridor are now complete.

✅  Plaza Pavers with Historic Character: In Progress 

  • Attractive pavers inspired by the area’s distinctive Tudor architecture have been installed in key plaza areas and at key pedestrian crossings.

🔶 Landscaping: Wrapping Up

  • Landscaping installation is 80% complete. Most of the trees have been planted. Additional trees, shrubs, mulch, ground cover and ornamental grasses are being planted. Final landscaping in the medians and along the corridor will be completed by the end of February, weather permitting. 
  • These elements will add vibrant greenery and a polished finish to the corridor.

🔶 Final Roadwork and Safety Upgrades

  • ✅ Milling, paving and temporary striping is complete. Permanent  striping will be completed once the landscaped medians are installed.
  • Landscaped medians are being installed, improving the safety and aesthetic appeal.
  • ✅ A rapid flashing beacon at Ashton Place has been installed providing a safer pedestrian crossing.
  • Intersection improvements at the Twin Oaks Plaza/S. Avondale Rd./N. Avondale Rd./Pine Street intersection will be completed by spring.

Updates on Exiting Twin Oaks Shopping Center

The intersection of S. Avondale Road, N. Avondale Road and Pine Street has been challenging for a long time and is a particularly difficult intersection to fix while preserving traffic movement. To increase safety and in preparation for upcoming lane changes and sidewalk relocation, the Twin Oaks Shopping Center exit configuration was modified, though the current configuration still doesn’t fully address all safety concerns.

How the Twin Oaks Exit has Changed:

  • The east exit is now right-turn-only, and there is no traffic signal.
  • Vehicles wanting to take a left turn to head west on E. College Avenue must now use the western exit.

How to Safely Use the East Exit:

  • Follow the eastbound light on N. Avondale. Vehicles entering N. Avondale Rd. must be prepared to stop and follow the stoplight at the intersection.
  • Stop at the stop bar. Vehicles should be prepared to stop immediately at the stop bar before the intersection of S. Avondale Road and not enter the intersection. 
  • Finding it difficult to turn out of Twin Oaks? Try using the alternative exit on the west side of the property. Taking a right turn from that exit is much easier and gets you to your destination just as quickly, without the same level of risk or delay.

Improvements Coming Soon:

  • New signage will be installed in the Twin Oaks parking lot to explain how to make a safe right turn.
  • GDOT and traffic engineers are exploring activating a red signal or indicator at the Twin Oaks driveway when the main traffic signal for eastbound N. Avondale is red.
  • Additionally, ways to enhance the visibility of the crosswalk at the Twin Oaks driveway are being explored to make it stand out more clearly to drivers and improve pedestrian safety.

Why Did This Intersection Change?

Though drivers may have grown accustomed to the unsafe conditions, the intersection remains dangerous in many ways.

  • S. Avondale Road and Pine Street do not align, creating an offset intersection that’s challenging to navigate. 
  • The previous setup allowed vehicles exiting Twin Oaks to enter directly into this complex intersection. 
  • Business driveways across E. College feed directly into the intersection, creating significant safety concerns. 
  • Vehicles accelerating from S. Avondale Road onto East College Avenue heading west had little reason to expect a pedestrian crosswalk west of the Twin Oaks driveway. 
  • Drivers attempting left turns onto Pine Street often ended up stuck in the intersection, blocking traffic on S. Avondale Road. 

Returning a signal to face Twin Oaks, as was the case before, would reinstate the unsafe conditions, which GDOT will not allow.

Upcoming Residential Paving of Chatsworth Drive and Majestic Circle 

Paving is scheduled for Chatsworth Drive and Majestic Circle from Nottingham Drive to Wiltshire Drive immediately after paving has been completed on the North Avondale Complete Street Project. A paving assessment completed in 2021 by engineering firm CPL listed these locations as a priority for routine milling and paving maintenance, totaling 0.89 miles of milling and paving throughout the residential area. Residents on affected streets will receive notification prior to the start of work. Streets will remain open during resurfacing work; however, vehicles will not be allowed to park in the roadway. Expect minor delays accessing the streets while crews are working.

DeKalb County Department of Watershed Management (DWM) College Avenue Water Main Replacement Project 

Impacted roads: East College Ave./N Avondale Rd./Covington Rd. (Sams Crossing to Lakeshore Dr)

DeKalb Watershed Management (DWM) began a significant DeKalb County infrastructure improvement project on Monday, June 9. The College Avenue Water Main Replacement Project is part of a broader $4.27 billion capital improvement initiative to enhance water service and capacity throughout the county.  

As part of the project, crews are installing approximately 7,100 linear feet of new ductile iron water pipe between Sam Crossings and Lakeshore Drive. Construction is expected to continue through December 2025, weather permitting. 

UPDATE:

  • The work needed to be done in the roadway from Sams Crossing to Ashton Place will be completed by November 16. Remaining work outside of the roads will continue to be wrapped up.
  • Work will be focused on the section from Ashton Place to Lakeshore Drive. 
  •  All work on the entire project is expected to be completed by  December 24, 2025.

To minimize daytime disruptions, construction occurs during evening hours — from 7 p.m. to 7 a.m., Sunday through Friday, excluding major holidays. Residents and motorists should anticipate increased noise and traffic in the area during active construction hours. 

At this time, it is not anticipated that the DWM College Avenue Water Main Replacement project will affect the City’s Complete Street Project timeline or work. City staff continues to meet with DWM daily to coordinate all projects occurring in the city.

DeKalb County Department of Watershed Management PASARP 5 Gravity Sewer Renewal Project (Cobbs Creek Sewer Improvement Project)

Impacted roads: Berkeley Road south of Wiltshire to Banbury Cross, and Banbury Cross to Memorial Drive, Wiltshire Drive, Dunwick Drive, and Hess Drive

This project, which started on June 3, is part of DeKalb County's $2.4 billion capital improvement program to improve the capacity and service of the watershed systems serving the community.

UPDATE: The majority of work on this project has been completed, and punchlist items will be finished in the next few months. Trees will be planted in November.

Neighborhood Traffic Calming Project

Minor modifications to the original plan have been implemented as the project continues to be accessed. Wave delineators and some painted bulb outs have been removed on Kensington Road at the Covington intersection. Drivers entering the neighborhood on Kensington now have more time to adjust to the traffic calming measures. Installments and modifications are ongoing and will be based on the contractor's availability. Additionally, the city has plans to work with the Georgia Department of Transportation on possible intersection upgrades at Kensington Road and Covington to provide a safer place for pedestrians and bikes and alert drivers to slow down before entering the neighborhood.
